The District procures a variety of services, professional consulting services, and public works construction projects that support parks, recreation facilities, programs, and community services throughout the Coachella Valley.

Vendor Registration & PlanetBids

 

Desert Recreation District utilizes PlanetBids as its official electronic procurement system.

All vendors, contractors, consultants, suppliers, and professional service providers are encouraged to register with PlanetBids to receive notifications of bid opportunities, download solicitation documents, submit questions electronically, receive addenda notifications, and access bid results and award information. Registration also helps vendors stay informed of current and future procurement opportunities with the District.

Bid Opportunities

invitation for Bids (IFB)

Invitation for Bids (IFB) are typically used for public works and service contracts where award is made to the lowest responsive and responsible bidder meeting all requirements.

Requests for Proposals (RFP)

Requests for Proposals (RFP) are used when qualifications, experience, technical approach, and other evaluation criteria are considered in addition to cost.

Requests for Qualifications (RFQ)

Requests for Qualifications (RFQ) are used to establish qualified consultant lists, select professional services providers, and evaluate specialized expertise for future District projects.

Public Works Contracting Requirements

 

Contractors and subcontractors performing public works projects for the District must comply with all applicable federal, state, and local laws, including, but not limited to:

  • California Labor Code Sections 1720 et seq., including prevailing wage, apprenticeship, certified payroll, and labor compliance requirements.
  • California Public Contract Code.
  • Subletting and Subcontracting Fair Practices Act (Public Contract Code § 4100 et seq.).
  • California Department of Industrial Relations (DIR) requirements and regulations.
  • California Occupational Safety and Health Administration (Cal/OSHA) requirements

Department of Industrial Relations (DIR) Registration

Pursuant to Labor Code Sections 1725.5 and 1771.1:

  • Contractors must be registered with the California Department of Industrial Relations before bidding on public works projects.
  • Subcontractors must also maintain active DIR registration.
  • No contractor or subcontractor may be awarded a public works contract unless properly registered with DIR.

All public works projects performed for Desert Recreation District are subject to DIR compliance monitoring and enforcement.

Prevailing Wage Requirements

Pursuant to California Labor Code Section 1770 et seq., contractors and subcontractors performing public works projects for Desert Recreation District must pay not less than the prevailing rates of wages established by the California Department of Industrial Relations (DIR).

Certified Payroll Reporting Requirements

Pursuant to California Labor Code §1776, contractors and subcontractors performing work on public works projects must maintain certified payroll records and make such records available for inspection as required by law. Projects may require electronic submission of certified payroll records through the Department of Industrial Relations and/or the District's designated labor compliance system. Contractors are responsible for ensuring compliance with all certified payroll reporting requirements.

Apprenticeship Requirements

Contractors and subcontractors shall comply with Labor Code §§1777.5 and 1777.6 regarding apprenticeship training, employment, and reporting requirements. Failure to comply may result in penalties or disqualification from future public works contracts.

Bid Security, Bonds, and Insurance

 

Bid Security Requirements

Public works bids may require bid security equal to ten percent (10%) of the total bid amount in the form of a Bid Bond, Certified Check, Cashier's Check or other security permitted by law. Failure to provide required bid security may result in bid rejection.

Faithful Performance Bond

Successful contractors may be required to provide a Faithful Performance Bond equal to one hundred percent (100%) of the contract amount.

Labor and Material Bond

Successful contractors may be required to provide a Labor and Material (Payment) Bond equal to one hundred percent (100%) of the contract amount.

Insurance Requirements

Contractors shall provide insurance meeting District requirements, which may include:

  • Commercial General Liability
  • Automobile Liability
  • Workers' Compensation
  • Professional Liability (when applicable)
  • Pollution Liability (when applicable)
  • Umbrella/Excess Coverage (when applicable)

Insurance requirements are specified within each solicitation and contract.

Questions and Clarifications

Questions regarding an active solicitation must be submitted through the PlanetBids procurement portal prior to the deadline identified in the solicitation.

Responses will be issued through addenda when appropriate and become part of the solicitation documents.

To maintain a fair procurement process, vendors should not contact District Board Members or staff directly regarding active solicitations unless expressly permitted in the solicitation documents.

Public Records

Solicitations, addenda, bid results, and awarded contracts may be subject to disclosure pursuant to the California Public Records Act.
